General Position Summary: This position will serve as a Database Programmer to a team of varying experience levels of database administrator/developer, software developer, and web application developer staff. This position is expected to be involved from inception to completion in the development of our full life-cycle database driven application(s) that begin with needs assessment and continue thru implementation, testing, training and support. This position will also identify and solve problems in our existing custom software; analyze incoming data, process data, analyze results, and troubleshoot for our claim process using our custom software.

Principal Accountabilities:

· Database design and development.

· Database SQL job setup.

· Performs business process analysis and solution proposals.

· Develops implementation plans, complete with time-estimations.

· Conducts research and debugging; Responsible for quality assurance process.

· Create/maintain all related documentation.

· Provides all related training and support.

Working Conditions and/or Physical Requirements:

· This position works in a typical office environment and light lifting is required.

Travel Requirements:

· Minimal Travel Required

Education and Experience Required:

· Bachelors of Science required in Computer Science, Computer Information Systems, or Computer Science Engineering.

· 4 (+) Years of database programming, design, and development on Microsoft SQL Server platform.

Knowledge and Skills Required:

· MS SQL Server 2000, 2005, and 2008

o Design and development

o Stored procedures, functions, triggers, and views

o Index and TSQL tuning

o Setup, maintenance and security

o ETL, SSIS / DTS, & SSRS

o Ad-hoc T-SQL and report generation

· Presentation & documentation

· Quality assurance

· Process & data analysis

Knowledge and Skills Preferred:

· Experience with web application platform(s) (Coldfusion, ASP.Net, PHP, JSP, etc)

· Experience with desktop application platform(s) (C#.Net, VB.Net, Java, etc)

· Windows Servers & Services

· Healthcare industry/domain knowledge

· Experience with EDI

Our Client is looking for a JD Edwards Programmer Analyst knowledgeable in a large JDE Development Environment. This is an exciting career advancement position where the Developer will be responsible for providing technical solutions to business challenges. You will interact with the Functional analysts, and the business leaders to design, develop and help implement the solutions that extend the basic JDE functionality in a supportive company environment.

Responsibilities will include analysis of user requests to determine feasibility and technical design of delivered specifications, developing project plans, workload estimates and schedules for assigned projects, performing complex systems analysis/design work for new or modified systems being developed by client IT staff and or consultant delivered systems, as well as programming solutions, often complex, using JDE technologies .

The ideal Developer should possess a Bachelors degree in Computer Science, Information Systems or other related field, or, equivalent combination of education and experience and a minimum of five years work experience in Information Systems. Extensive working experience with JDE is required.

Responsibilities

*Managing and maintaining various, complex production and non-production databases.

* Responsible for standards and design of physical data storage, maintenance, access, and security administration.

* Optimizing database access and allocating/re-allocating database resources for optimum configuration, database performance and cost.

* Installing, upgrading, refreshing and maintaining all database environments.

* Responsible for the day to day database administrative tasks, such as: proactive monitoring, error checking, performance tuning, trouble-shooting, back-up and recovery.

* Collaborating with project teams to set up database, DB interface, and production set-up and configuration.

* Managing user security and access to databases to provide controlled access environment.

* Investigating, reviewing, applying and testing all patches and bug fixes in the database environment and providing consultation on patch management, custom interface design and operational implementation.

* Interacting with developers and programmers in order to design/review programs, custom interfaces and queries according to standards.

* Utilizing data management tools such as SSIS, SSAS, DTS, and SSRS

* Will be required to be on an on-call rotation

Qualifications

* Bachelor’s degree preferred.

* 5 to 7+ years’ experience of Database Administration, Database Design, Performance Analysis, and Production Support

* Preferred industry related certifications

* Expert knowledge of Microsoft SQL 2000/2005 or greater, 2005+ preferred

* Expert knowledge in installation, backup, and restoring of SQL databases

* Strong database administration skills with an emphasis on enterprise scale architecture

* Expert knowledge of database security methodologies. Including SQL security, mixed security, server roles, and database roles

* Strong knowledge of Data Management Tools SSIS, SSAS, DTS, and SSRS

* Strong understanding of business continuity and disaster recovery processes and procedures

* Strong knowledge of clustering and replication

* Strong knowledge of import, export, and bulk copy processes

* Ability to use Microsoft tools to troubleshoot performance related issues

Client needs one Sr Procurement Consultant and one Procurement Analyst for a 3 year contract that has the possibility to be extended.

Management/Organizational Development and Effectiveness

Consultants activities may include, but are not limited to:

a) Conduct an analysis of Client’s Procurement performance and effectiveness.

b) Identify peer transit systems and conduct a comparison of their performance to Client Procurement’s.

Performance Optimization

Consultant activities may include, but are not limited to:

a) Assist Client with implementing and sustaining a continuous improvement process within Client Procurement, and related departments that applies to all levels of the organization.

b) Conduct reviews of functions and processes.

c) Assist Client with transitioning Client to sustain high performance, high reward teams, and culture.

d) Assist Client with customer, supplier and stakeholder surveys, including development of survey tools, conducting surveys and focus groups, and evaluating and reporting results.

Business System Performance and Operations

Evaluate Client Procurement and related Departments’ current and future business performance, processes, and operations. Specific consultant activities may include, but are not limited to:

a) Assist Client in an evaluation of its current and future business performance, processes, and operations. b) Apply process improvement and reengineering methodologies and principles to conduct process modernization projects.

c) Serve as key coordinator between multiple project teams to ensure Agency-wide integration of reengineering efforts.

d) Align and streamline its business functions with its objectives. e) Identify the organizational structure required to support and operate the business.

f) Assist Client with implementation of replacement procurement technology, including requisition/purchase orders, sourcing, contract management, and supply chain management.

g) Advise and assist with the development and implementation of supply chain management and strategic sourcing systems.

Project Management

Consultant activities may include, but are not limited to working with Procurement and related Departments to:

a) Translate customer requirements into formal plans that culminate in customer acceptance of the proposed solutions while meeting business objectives.

b) Lead a team in planning, initiating, controlling, executing, and closing tasks of a project or segment of a project to produce the desired solution.

c) Formulate partnerships between customers, suppliers, and staff to anticipate potential project related problems using refined techniques for identifying, eliminating, or mitigating solution, project, and business risks.

d) Apply a strong understanding of customer, industry, and business trends to analyze information or situations, and implement actions to ensure project objectives are met, either independently or through the management team.

e) Analyze new and complex project related problems, and create innovative solutions, involving finance, scheduling, technology, methodology, tools, and other components, as necessary.

Capacity Building

Work with the Client Procurement management team on efforts to ensure it has the appropriate capacity and skills to fulfill its goals and objectives.

Specific consultant activities may include, but are not limited to:

a) Development of a capacity and skills assessment.

b) Identification of appropriate training programs or delivery of targeted training.

c) Development of training materials or institutionalized support systems or initiatives.

Procurement Support.

Client may require support from professional procurement specialists to support or lead procurement processes for specific and complex transactions, including procurement planning, development of specifications, statements of work and sourcing documents, evaluation of offers, negotiations, and contract administration. The level of support required may range from procurement staff augmentation to complete outsourcing of a specific contract or contract portfolio. The procurement specialists must be or become thoroughly familiar with Client, customer, and government regulations, policies, and procedures to ensure compliance during procurement activities.

Examples of required procurement category expertise include:

a) Acquisition of complex capital assets such as locomotives, buses, and streetcars

b) Procurement of information and communication technology, including software, hardware, and related services

c) Contracting for complex systems, including a universal fare payment card “Rapidcard” and mobility management services using performance based contracts and Public Private Partnerships

d) Competitive outsourcing of services and systems, including “make or buy” analyses

e) Procurement of energy, including electricity, fuels, and associated services

IT Staffing Shortages Stymie Healthcare CIOs

Implementation of electronic health records and eligibility for stimulus funding are likely to be compromised by IT staffing deficiencies in more than half of healthcare organizations, according to CHIME survey results.

IT staffing shortages will put projects at risk and negatively impact healthcare organizations’ chances of implementing EHRs successfully, according to results of a recent CHIME survey.

CIOs who responded to the survey said IT staffing deficiencies will possibly (51 percent) or definitely (10 percent) affect their chances to implement an EHR and receive stimulus funding. The most glaring need for healthcare organizations is for trained personnel who can implement clinical records software.

Sue Schade, VP and CIO, Brigham and Women’s Hospital, said working with local colleges will pay dividends down the road, but do little to help the staffing pain of today. “It’s a long-term investment — you’re not going to be able to get people through the training programs that are associated with ARRA funding if they are new to the workforce and have them be really effective in a short period of time.”

Mike Ward, SVP and CIO, Covenant Health, said staff augmentation services will likely yield little relief. “One of the first things I’ve done is try to go to the consulting market, but that also has been challenging. The vendors and consultants are going through the same challenges — there’s a lot of activity, high demand, and what I’m finding is it’s very difficult to find qualified resources. You can hire people, but they just don’t have the experience and the background.”

Robust infrastructure is key to 24/7 uptime in the healthcare field

As such, the CHIME survey found more than 70 percent of respondents reported their organizations lack staff to implement clinical applications. Additionally, CIOs expressed growing concern about retaining current staff as pressures mount to quickly implement clinical systems. Some 76 percent of respondents said they were concerned about retaining current IT staff, while 24 percent said they had no such concerns.

George “Buddy” Hickman, EVP and CIO, Albany Medical Center, said retention strategies must be multi-faceted. “We did some things like surveying the workforce in IS to try to appreciate the sorts of things that would keep them satisfied in the roles they are in, and you’ll not be surprised to know that it’s a lot more than just money.”

Even with thousands upon thousands of experienced IT pros looking for work, many information technology executives say they are finding it difficult to find talented workers in several key areas of their organizations. Maybe they’re not trying hard enough, or maybe they’re just looking in the wrong places or maybe there exists a mismatch between available workers and the specific jobs open in today’s marketplace. IT staffing firm Robert Half Technology recently asked the following question of 1,400 IT leaders, from companies with more than 100 employees: “In which functional area is it most challenging to find skilled IT professionals?” The answer was something of a mixed bag and one that leaves many questions about the state of IT hiring.  The execs mentioned a number of specific tasks that are going begging, with spots in networking, security and help desk support taking the top spots. IT Consulting: IT Contract Work Is Up, Permanent Hiring Slowly Increasing

Technology contractors appear to be seeing the best growth rates in hiring. For high-demand IT architecture and project management jobs, the salary picture is promising.

If you have in-demand skills, your asking price is probably above market rate—even with the slow growth of technology jobs, say hiring managers and recruiters polled in an August survey by online job board Dice.com.

Fifty-one percent of 1,350 IT decision makers polled said they are having to sweeten salaries for highly sought-after tech talent, though about 22 percent of workers are not willing to leave their current jobs. Caution about the economy is still in the air for employers and workers alike. But if you are receiving offers, don’t be afraid to try to get the best salary possible.

“Indeed, money dominates the enticement list, whether it’s higher salaries or sign-on bonuses sometimes necessary to help with relocation,” Tom Silver, senior vice president of Dice, said in a Sept. 8 statement. “But No. 3 on the list might surprise you: flexible work options, including telecommuting.”

The rise of telecommuting is one of those win/win situations for employers and employees alike: Companies get to save on office space costs such as leases, power consumption and insurance, and employees get to stay closer to their families, save on commuting costs and have a bit more hourly flexibility. Plus, employees will more likely start their days earlier thanks to a nonexistent commute.

“Technology jobs with a telecommuting option have doubled on the Dice site year [over] year,” Silver said. “Still, they remain less than 1 percent of the total jobs available. Corporations may want to consider giving more tech employees the option of telecommuting. Not only might such a policy attract and keep talent, it can offer real cost savings, as well.”
